What Is Human Trafficking?
Human trafficking is the exploitation of people through force, fraud, or coercion for the purpose of labor or commercial sex. It is modern-day slavery. Traffickers prey on vulnerable people. Often targeting those experiencing poverty, homelessness, family instability, or trauma.
There are two main types:
- Sex trafficking — when someone is forced, coerced, or manipulated into commercial sexual acts against their will
- Labor trafficking — when someone is forced to work under threat, debt bondage, or deception in industries like agriculture, domestic work, construction, or restaurants
Victims can be any age, gender, or nationality. But traffickers often target women, children, runaways, and immigrants who may feel they have nowhere to turn.
Warning Signs to Look For
You don't need to be a law enforcement officer to spot the signs. Here's what to watch for:
Signs in a Person:
- Appears disoriented, confused, or fearful
- Avoids eye contact or seems coached on what to say
- Has someone else speaking for them or controlling their movements
- Doesn't know their address or where they are
- Shows signs of physical abuse, malnourishment, or exhaustion
- Is not allowed to speak for themselves or be alone
- Dressed inappropriately for the weather or situation
- Has no ID, passport, or personal documents (someone else is holding them)
Signs in a Situation:
- Multiple people living in a cramped space not meant for housing
- Someone being transported in unusual circumstances
- A person who seems to be working excessive hours with no freedom to leave
- Hotel or motel rooms with heavy foot traffic at odd hours
- Someone who mentions being owned or owing a debt they must work off
What to Do If You Suspect Human Trafficking
First and most importantly: do not try to intervene directly. Traffickers can be dangerous and confronting them could put you and the victim at greater risk. Here's how to help safely:
1. Call 911
If someone is in immediate danger, call 911 right away. Give the dispatcher as much detail as possible — location, description of people involved, vehicle information if applicable.
2. Call the National Human Trafficking Hotline

This hotline connects you with trained specialists who can guide you on next steps, connect victims with services, and alert the right authorities. Your call can be anonymous.
3. Document What You Can Safely
If it is safe to do so, note details like license plate numbers, location, physical descriptions, and time of day. Do NOT put yourself in danger to gather information.
4. Report to Local Authorities
Contact your local police department or sheriff's office. You can also report online through the FBI at tips.fbi.gov or through Homeland Security Investigations (HSI) at 1-866-347-2423.
